The Finance Director is responsible for maintaining the official accounting records of the city. This position performs a variety of complex technical accounting and finance functions in the maintenance of the fiscal records and systems of the City.

Primary Accountabilities:
Major Duties:

  • Maintains the city’s General Ledger, including account analysis, preparing and recording journal entries, recap of monthly cash receipts, and preparing monthly financial statements;
  • Establishes and maintains sound financial policies and procedures in accordance with the regulatory basis of accounting per the Kansas Municipal Audit and Accounting Guide.
  • Supervise Finance Department staff, including training, discipline, performance reviews, policy and practices, and operational procedures;
  • Administers and manages the city’s short- and long-term debt, cash management, and financial position;
  • Prepares or oversees monthly bank reconciliation, and keeps appropriate records;
  • Oversee all deposits and executes investing transactions;
  • Supervises city billing activities and reconciliation;
  • Maintains bond/debt service obligations and coordinates with Trustee and bondholders;
  • Assists with grant administration and provides financial data needed for reporting;
  • Maintains and administers all tax records including special assessments and abatements, subdivisions, and benefit districts;
  • Coordinates the annual budget process with the department heads/elected officials for the City Administrator;
  • Supervises and processes incoming cash receipts, collection of taxes and fees, and efforts to collect delinquent taxes;
  • Prepares and manages financial forecasting and preparation of the city’s capital improvement plan;
  • Serves as chief financial advisor to the City Administrator;
  • Assists with the preparation of financial-related ordinances and resolutions;
  • Directs the external annual audit and creation of the city’s annual financial report;
  • Manages department equipment and resources, has authority to purchase department supplies, and has heavy involvement with the administration responsibility for budget development, monitoring approval as well as managerial oversight of the budget function.
  • Oversee and approve payroll activities;
  • Perform other duties as deemed necessary or assigned.
Required Qualifications:
Key Qualifications:
  • Education: A bachelor’s degree in Accounting, Finance, or a related field is required. A master’s degree and/or a Certified Public Accountant is preferred.
  • Experience: Three to five years in accounting, financial, or a business work environment is required. Experience in public or fund accounting is preferred.
  • Must possess the ability to make independent decisions. Must also be able to analyze problems logically and choose effective solutions.
  • Must demonstrate advanced supervisory, public relations, organizational, oral and written communication skills.

  • The ability to be bonded; prepare reports, memos, agendas, and other documents; understand and anticipate problems; and to read and interpret ordinances, agendas, written instructions, reports, and manuals.
  • Must possess a high level of computer skills with advanced knowledge of various computer systems, telephone systems and other office equipment.
  • Must possess the ability to interpret data, ordinances, agendas and other written instructions.
  • Must demonstrate advanced supervisory skills.
  • Must possess the ability to communicate clearly and professionally through both verbal and written skills with customers in English.
  • Must possess the ability to organize, multi-task, plan and set priorities to meet deadlines with minimal supervision.
  • Must possess the ability to pay close attention to detail and to make reliable and prompt decisions using available information.
  • Must possess the ability to effectively work with both staff and citizens.
  • Must demonstrate good work habits, maintain a professional appearance and attitude and follow policies and procedures.
  • Must project a friendly, courteous, patient and professional image at all times, even under adverse conditions.
  • Must demonstrate poise, tact and diplomacy with the ability to handle sensitive and confidential information and situations.
Physical Demands:
  • Must possess the ability to sit for extended periods of time.
  • Must possess the ability to read computer screens and email, mail and talk on the phone.
  • Must possess the ability to feel, reach, talk, hear, stand, walk, climb, stoop, kneel, crouch, and crawl.
  • Must possess the ability to lift up to ten (10) to fifteen (15) pounds. On occasion may need to lift heavier items.

Transitional period:
The successful candidate will complete an approximately two-month overlap and training period with the outgoing Finance Director beginning in October 2026 to facilitate knowledge transfer and ensure continuity of operations.
