Position: Vice President of Markets
Position Summary:
This position is responsible for planning, directing, and executing the Power Supply and Energy Management Services strategies. 

Essential Duties and Responsibilities:
  • Manage the company’s power supply activities and contract agreements and the solicitation and evaluation of future power supply.
  • Evaluate power contract provisions, including resource planning, load release, market pricing, additional generation capacity and progressive power activities.
  • Coordinate with LCRA and other wholesale power providers on resource planning, business planning, and contract interpretation and administration.
  • Develop and suggest recommendations on operational business opportunities and direction of the organization for short and long-range plans.
  • Evaluate contractual load release and load returns alternatives and provide recommended strategies to implement to provide low-cost outcomes.
  • Develop and implement rate strategies in close coordination with CFO, Finance Department and external consultants.
  • Implement and lead integrated resources planning.
  • Lead and coordinate the cost of service studies for the Cooperative.
  • Advise executive management and Board of Directors on issues and updates regarding rate design, tariffs, system operations, legal and regulatory standards.
  • Prepare and present status of department programs to Board of Directors committees and the Board of Directors.
  • Establish metrics and prepare monthly reports for the CEO, Executive Team, Membership and Board of Directors.
  • Knowledgeable of retail choice competition, requirements, and statutes in the state of Texas and nationally.
  • Proficiency with Power Supply trading in the ERCOT Market, including Transmission congestion and cost across the ERCOT load zones.
  • Knowledgeable of ERCOT ancillary services and markets.
  • Direct and produce the quantitative analysis of the ERCOT energy market to assess and forecast the electric power and fuels markets, prices, power plant operations and valuation, environmental emissions and compliance, transmission, and regulatory effects.
  • Maintain and administer the company’s REC account through ERCOT.
  • Support the company’s registration and protocol compliance with ERCOT.
  • Awareness of state-wide transactions regarding power contracting, new capacity additions and capacity retirements on an ongoing basis.
  • Experience with diverse portfolio energy resources including all forms of dispatchable and non-dispatchable intermittent renewable power supplies Provide expertise on state and national trends related to retail and wholesale electric rate making trends.
  • Develop and maintain strategic energy supplier relationships.
  • Coordinate with Power Suppliers for daily, weekly, monthly, seasonal, and annual energy procurement decisions and strategy.
  • Identify, prioritize, and communicate key energy issues and opportunities to provide the business a competitive cost advantage of the supply of energy products.
  • Responsible for the execution of wholesale purchases and purchases of physical energy products to maintain a balanced energy portfolio.
  • Monitor Power Plant and overall market performance of wholesale energy providers to PEC.
  • Monitor retail choice in Texas and conduct studies to advise cooperative of potential opportunities, risks, and trends.
  • Collaborate as needed with regulatory entities monitoring and advising on the development of new regulations.
  • Direct the technical analysis on the cost and market risk of different wholesale supply options including a diversity of contract lengths, suppliers, and energy sources.
  • Provide subject matter expertise with economic development and key accounts programs to retain existing and pursue new key accounts for the cooperative.
  • Knowledge of state and federal regulations affecting bulk power production and delivery. 
  • Create and implement a Cooperative-wide distributed generation initiative to promote additional distributed generation, recognizing other Cooperative contractual obligations.
  • Direct and manage internal and external resources in the development, implementation, and administration of energy efficiency and demand side management programs. 
  • Proficiency with Risk Management and analysis related to Power Supply.
  • Participate with other departments in the procurement, analysis, scheduling and delivery of power.
  • Establish work priorities and activities.
  • Substantial networking with energy providers in the state of Texas.
  • Implement corporate and departmental policies, procedures and service standards.
  • Direct departmental activities in conjunction with other departments and ensure departmental activities are planned and prioritized.
  • Provide employee guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
  • Resolve customer complaints and answer customers' questions regarding department management policies and procedures.
  • Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems.
  • Implement corporate and departmental policies, procedures and service standards in conjunction with management.
  • Discuss job performance problems with employees to identify causes and issues and  work to resolve problems.
  • Teach and instruct employees in job duties and company policies or arrange for training to be provided.
  • Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action.
  • Recruit, instruct and supervise subordinates.
  • Interpret and communicate work procedures and company policies to staff.
  • Develop and review operating procedures.
  • Develop and manage the department budget.
  • Establish work priorities and activities.
  • Recommend promotions, transfers, hires and other disciplinary action.
  • Coordinate activities with other departments.
  • Stay abreast of advances in technology.

Supervisory and/or Leadership Responsibilities:
A full range of supervisory activities, training, evaluation, counseling and recommendation for termination.  This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.

Minimum Qualifications - (Education, Experience, Certification & Licensure):
  • Bachelor’s Degree in Electrical Engineering, Business, Economics, Finance,  or related field.
  • Master’s Degree in Business, Finance, or Engineering preferred.
  • Fifteen (15) years industry experience, ten (10) of which are at a utility or power-trading environment.
  • Ten (10) years of management and supervisory experience.
  • Have and maintain a valid driver’s license.
