Position: Chief Financial Officer

Position Summary:
This position is responsible for managing the fiscal, fiduciary, and risk-management responsibilities of PEC in conjunction with the CEO and the Board of Directors. This position is responsible for overseeing and managing the day to day operations of the Markets business unit and the Comptroller.  This position reports to the CEO.
 
Essential Duties and Responsibilities:
  • Participate in key decisions as a member of the Executive Management Team.
  • Prepare the company budget and develop and manage the Finance Department budget.
  • Oversee Markets Department and wholesale power contracts, strategy, energy resource planning, and load-growth opportunities.
  • Establish and maintain stable cash flow management policies and procedures.
  • Ensure cash resources are available for business operations.
  • Analyze current and future business operations and plans to determine financial effectiveness and efficiency.
  • Manage outside lending and equity relationships.
  • Prepare and file federal, state, third party and other financial reports to ensure compliance with GAAP, SEC, and IRS and other taxing entity or regulatory requirements.
  • Develop templates and models for submission of budget information.
  • Understand and mitigate key elements of PEC’s risk profile.
  • Develop recommendations for cost containment, expense reductions, and financial strategy.
  • Supervise and direct auditors and financial consultants.
  • Oversee cost-of-service studies and manage any financial regulatory requirements.
  • Implement corporate and departmental policies, procedures and service standards in conjunction with management.
  • Develop programs and procedures that provide for the internal review and audits of procurement and payment transactions to ensure full compliance and accurate financial reporting.
  • Direct the design of processes and procedures that provide for appropriate separation of duties and checks and balances to ensure full disclosure and integrity of all financial processing procedures.
  • Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action.
  • Recruit, instruct, manage and supervise subordinates.
  • Recommend promotions, transfers, hires and other disciplinary action.
  • Coordinate Finance Department activities with other departments, as needed.
  • Prepare and present status of Finance Department programs to Board of Directors committees and the Board of Directors.
  • Maintain the security of confidential information.
  • Stay abreast of advances in technology, specifically in regard to financial matters.
  • Other duties as assigned. 


Supervisory and/or Leadership Responsibilities:
A full range of supervisory activities, training, evaluation, counseling and recommendation for termination.  This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.
 
Knowledge, Skills and Abilities:
  • Knowledge of generally accepted accounting principles, internal control concepts, and computerized accounting systems.
  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting.
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information.
  • Skilled in monitoring and managing performance.
  • Skilled in establishing and communicating performance expectations and metrics.
  • Skilled in time management.
  • Skilled in prioritizing and managing changing priorities.
  • Skilled in anticipating, identifying, analyzing and resolving conflict and problems.
  • Ability to listen, comprehend, and communicate effectively, both verbally and in writing. 
    Minimum Qualifications – (Education, Experience, Certification, & Licensure):
  • Master’s in Business Administration OR Bachelor’s Degree in Finance, Accounting or related field required.
  • CPA preferred.
  • Fifteen (15) years’ work experience.
  • Ten (10) years’ experience in supervisory or financial leadership role.
