Heartland Rural Electric Cooperative, Inc. (“Heartland”) is seeking qualified candidates to fill the position of Director of Finance and Administration.

Position Summary
The Director of Finance and Administration is responsible for managing and directing the finance and administrative functions of Heartland, including managing the fiscal, fiduciary, and administrative responsibilities of Heartland with the CEO and the Board of Directors. This position is responsible for overseeing and managing the day-to-day planning, organizing, budgeting, staffing, and administration for Heartland. This position reports to the CEO.

Candidates must have a Bachelor’s Degree in Finance, Accounting, or related field with at least ten (10) years of professional experience in general accounting with exposure to account payables, receivables, property, tax, and cost and consumer accounting. A valid Kansas Driver’s License is required. Prior supervisory and/or management experience is highly desirable. CPA is preferred.

Essential Duties and Responsibilities:
  • Manages the staff within the financial and administrative departments and sees to it they are informed of the necessary policies and decisions that affect their positions.
  • Oversees the monthly general ledger updating process and reviews for completeness and accuracy.
  • Prepares and analyzes the monthly and year-to-date financial statements and reports those results to the board of directors and top management.
  • Evaluates and recommends investment and financing options for both short and long term.
  • Maintains the Heartland’s overall accounting system in compliance with all RUS, Federal and State guidelines and regulations and board-approved financial policies.
  • Oversees and directs the preparation and review of general accounting and financial and statistical reports for Heartland’s subsidiary.
  • Investigates, evaluates, monitors and reviews financial procedures on an ongoing basis.
  • Supervises the cash disbursement, accounts payable, payroll processes and benefits administration.
  • Supervises and directs the maintenance of personnel records, including accurate recording of reports and forms required by NRECA, OSHA and Workmen’s Compensation.
  • Prepares or supervises the preparation of required governmental and business filings.
  • Develops long-range financial forecasts and cash flow projections, assists with cost of service studies and rate studies, and makes recommendations for updates of the equity management policy.
  • Coordinates and prepares the annual budget, analyzes variances, and advises the CEO of its status.
  • Prepares or coordinates special projects related to cash flows, financing, acquisitions and deregulation.
  • Develops, coordinates, implements, and maintains a systematic filing and retention system of all Heartland records.
  • Keeps informed of the latest trends and requirements in the accounting and finance fields and sees that the staff is informed and trained where appropriate.
  • Performs additional duties as assigned.
