AGENCY MISSION
Prevention and Recovery Services (PARS) provides early intervention and prevention strategies that empower youth and families to make informed decisions, decrease substance use, and support a safe, healthy, and thriving community.
Position Purpose
The Executive Director provides visionary leadership and overall management of Prevention and Recovery Services (PARS), ensuring that all programs, operations, and financial activities advance the organization’s mission. This position oversees strategic planning, program and staff development, fiscal management, community engagement, and external partnerships. The Executive Director also represents PARS at the local, regional, and state levels—advancing evidence-based prevention strategies through collaboration, education, and advocacy to promote healthy, resilient communities.
ESSENTIAL FUNCTIONS
Financial Management and Resource Development
- Develop, implement, and manage the annual budget in collaboration with the Finance Committee and Board of Directors.
- Oversee all fiscal operations, ensuring compliance with grant, contract, and regulatory requirements.
- Identify, research, and secure diverse funding streams through grant writing, fundraising, sponsorships, and community partnerships.
- Prepare accurate and timely financial, programmatic, and grant reports for funders and the Board.
- Approve organizational expenditures and ensure fiscal accountability across all programs.
- Coordinate annual audits and maintain strong internal controls.
- Oversee facilities, assets, and maintenance to ensure a safe, professional environment that supports staff and programming.
Program Leadership and Development
- Lead the planning, implementation, and evaluation of prevention programs to ensure they are evidence-based, outcome-driven, and responsive to community needs.
- Provide prevention training, education, and technical assistance to coalitions, schools, health agencies, and community partners.
- Support staff in implementing prevention frameworks such as SAMHSA’s Strategic Prevention Framework (SPF) and other best practices.
- Monitor grant deliverables and outcomes to ensure all projects meet established goals and reporting requirements.
- Identify emerging community trends, needs, and opportunities to expand or adapt prevention services.
Organizational Leadership and Staff Supervision
- Oversee daily operations of the agency, ensuring effective coordination across programs, administration, and outreach.
- Recruit, train, supervise, and evaluate staff and independent contractors, fostering a positive, inclusive, and mission-driven work culture.
- Promote teamwork, professional growth, and staff engagement through ongoing communication and development opportunities.
- Ensure all personnel practices align with agency policies, labor laws, and best practices for nonprofit management.
- Model integrity, transparency, and accountability in all aspects of leadership.
Community Engagement and Advocacy
- Serve as the primary spokesperson and ambassador for PARS, strengthening the organization’s visibility and reputation.
- Build and maintain strong partnerships with coalitions, schools, government agencies, healthcare providers, and community organizations.
- Represent PARS on community and state-level task forces, advisory councils, and boards.
- Promote evidence-based prevention strategies and advocate for policies that reduce substance use and support behavioral health.
- Oversee public relations, marketing, and communication efforts, including management of the PARS website, newsletters, and social media platforms.
Governance and Strategic Direction
- Collaborate with the Board of Directors to develop and implement strategic plans, policies, and organizational goals.
- Provide regular updates and transparent communication to the Board regarding financial health, program performance, and operational priorities.
- Maintain and annually update a three-year strategic plan aligned with community needs and funding priorities.
- Perform additional duties and responsibilities as assigned by the Board of Directors.
PREFERRED QUALIFICATION
- Bachelor’s degree in public health, social services, education, or a related field (Master’s degree preferred).
- Minimum of three years of progressive leadership experience in a nonprofit, prevention, or behavioral health organization.
- Demonstrated success in grant writing, fundraising, and financial management.
- Strong understanding of substance use prevention principles, risk and protective factors, and coalition development.
- Proven ability to engage diverse partners and lead collaborative, community-based initiatives.
- Exceptional organizational, communication, and public speaking skills.
- Proficiency in Microsoft 365, QuickBooks, and virtual collaboration tools.
- Leadership, prevention, or nonprofit management certification preferred.
PHYSICAL DEMANDS
- Ability to sit, stand, and walk for extended periods.
- Occasional lifting up to 25 lbs.
- Frequent interaction with diverse individuals and groups in various settings.
- Local and limited statewide travel required.
