Vice President, State Legislative Relations

Work schedule:                    Generally 8 hours per schedule per day, 8:00 a. m. – 5:00 p. m.

Position Overview:
The Vice President of State Legislative Relations is responsible for serving KHA members through policy, advocacy and leadership.  The position oversees state legislative efforts to ensure proper implementation and understanding of KHA’s member needs.  This position supports the mission and values of the association.
Essential Functions:
  • Leads KHA legislative advocacy strategies and initiatives on the state level
  • Monitors and tracks relevant health care legislation and legislative activity in the Kansas Legislature
  • Prepares and presents legislative testimony to legislative committees
  • Develops and maintains relationships with members of the legislature, legislative staff and other state agency officials
  • Provides leadership and collaboration with hospital government relations executives
  • Coordinates legislative efforts with state contract lobbyists, when applicable
  • Prepares articles for the KHA membership via Current Report and Capitol Comments
  • Coordinates legislative meetings with elected officials and KHA members in the district and Topeka
  • Researches and analyzes emerging state advocacy and health policy issues
  • Represents KHA members at local, state and national meetings
  • Provides a timely response to inquiries for information to KHA members, staff and elected officials
  • Represents and advocates on behalf of KHA in local and state venues on issues consistent with this position by monitoring, developing and communicating KHA policy
  • Provides assistance with the KHA grassroots advocacy strategies related to all levels of federal, state and regulatory initiatives
  • Provides direction to KHA Councils and committees, including the KHA Council on Policy and Advocacy and the Hospital Government Relations Officers
  • Provides input and assistance with the KHA-PAC program
  • Provides input into the organizational strategic plan regarding state legislative advocacy efforts
  • Aligns goals and performances to support strategic initiatives
  • Prepares, proposes and monitors budget expenses for areas of responsibility
  • Participates in KHA management activities by providing leadership and supervision to assigned staff and participates in leadership staff discussions and planning
  • Performs specific issue management, planning and identification
  • Identifies and implements solutions to general problems and urgent matters for KHA members
  • Collaborates with state regulatory agencies (KDHE, KDADS) on hospital and health care issues
  • Collaborates with partner associations (Kansas Medical Society, LeadingAge Kansas and other organizations) on legislative and regulatory initiatives
  • Oversees project activities and management of special projects.
  • Assists staff of KHA subsidiaries involving various projects and advocacy efforts, as necessary
  • Performs hospital visits, as necessary
  • Creates, prepares and delivers reports to stakeholders, as necessary
  • Recommends policies and procedures as it relates to area of responsibility
  • Continuously reviews, edits and approves outgoing documents, as necessary
  • Actively seeks to add and enhance knowledge regarding developments and current trends in the health care industry that will serve KHA’s business needs
  • Seeks counsel of the President on financial concerns or other issues as appropriate
  • Works collaboratively with KHA staff to maintain a team environment to accomplish the tasks necessary to serve and support KHA and affiliates
  • Performs other duties as needed
  • Bachelors’ degree in healthcare, government or association related field is required
  • Five (5) years of work related experience is required; knowledge of the legislative process is preferred
  • Knowledge and previous work experience in health care is preferred
  • Ability to problem solve rationally and with common sense
  • Proficient math skills (basic math principles, computations and interpretation of graphs)
  • Software knowledge of programs utilized including Microsoft Suite products, Adobe products, video conferencing, and superior Excel skills are  required
  • Knowledge of electronic scanners and general office equipment
  • Excellent time management and organizational skills
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations in a variety of formats
  • Effective communicator (verbal, written and body language)
  • Business reports, correspondence and procedure manuals
  • Strong presentation skills in front of large groups including members, legislators, regulators and stakeholders
  • Ability to interpret a variety of instructions either written, oral, diagram, schedule or electronic formats
  • Ability to prioritize and manage work effectively and efficiently to accomplish tasks while managing multiple projects at the same time and delivering friendly service
  • Must have the ability to respect diversity and individual needs
  • Presents self with professionalism while representing KHA at events (local, state and national events)
  • Valid driver’s license for travel is required
Physical Demands:
  • Lift and move items up to fifty (50) pounds
  • Sit, stand and walk for extended periods of time
  • Ability to work on the computer for hours at a time and concentrate on detailed information.
  • Bend, kneel and reach items with use of hands to finger, handle or feel objects, tools or controls
  • Must be able to speak and listen effectively
  • Vision abilities for close vision, color vision, peripheral vision and depth perception

  • Professional office setting with little discomfort due to such factors as noise, heat, dust, or other adverse factors
