Community Care Network of Kansas (Community Care) strives to make sure all Kansans have access to high-quality, community-based, whole-person health care close to home. We are a statewide association made up of a network of Community Care clinics. Our members serve as the community resource at the local level, dedicated to ensuring the best medical, dental and behavioral care is available to all.

Together, we are leaders in health care training, technical assistance, and public policy discussions at the local, state, and federal levels. We collaborate with other health care providers, foundations and individuals who collaborated to educate and advocate for equitable access to high-quality care for all. We believe healthy Kansans build strong and vibrant communities, which strengthens the overall quality of life in our great state.

**The Cover Kansas Project is a five-year grant-funded initiative through the Center for Medicaid and Medicare Services (CMS) and carried out by a dedicated team under Community Care. As with other Cover Kansas Project positions, funding for the position is dependent on federal funding.

Primary Accountabilities:

The Cover Kansas Community Engagement Coordinator (CEC) will establish and maintain partnerships with organizations serving marginalized communities and Kansans eligible for Medicaid or Marketplace health insurance. Emphasis will be placed on partners working with priority populations defined in grant objectives: rural, western Kansans; individuals qualifying for Marketplace subsidies; those eligible for Medicaid and at risk of losing coverage; and LGBTQ+ Kansans. The CEC will engage with these partners to understand the needs of underserved Kansans, aiming to increase health insurance literacy and reduce uninsured rates statewide.

Major Duties:

  • Navigator Certification: Complete required Navigator training and achieve a passing score on exams within 30 days of hire, maintaining certification as mandated by the CMS Navigator grant and renewing certification annually.
  • Community Research: Conduct research to identify and understand the needs of underserved communities statewide as outlined in the Cover Kansas project, with a focus on health disparities, barriers to healthcare access, and coverage options.
  • Partnership Development: Proactively seek out, establish, and nurture partnerships with organizations, community leaders, and stakeholders serving such populations to enhance outreach efforts and resource sharing.
  • Health Literacy Promotion: Develop and implement strategies to promote health literacy, ensuring that community members have access to accurate, culturally/linguistically appropriate, understandable, and actionable health information.
  • Marketplace Navigator Assistance: Support the promotion and utilization of Cover Kansas Navigators to help individuals and families understand their health insurance options and assist them in the enrollment process. Assist consumers with enrollment process as needed.
  • Database Management: Work with Community Care staff to create and maintain a comprehensive database of assisters, including Navigators, Presumptive Eligibility Specialists, and Certified Application Counselors, ensuring accurate and up-to-date information.
  • Health Center Collaboration: Maintain contact with health centers to support their outreach efforts, with a particular focus on utilizing mobile clinics to reach remote or underserved areas.
  • Program Evaluation: Monitor and evaluate the effectiveness of community engagement initiatives and outreach programs, providing feedback and recommendations for continuous improvement.
  • Reporting and Documentation: Prepare regular reports and documentation on community engagement activities, partnerships, and outcomes, ensuring transparency and accountability.
  • Event Coordination: Plan and coordinate community events, workshops, and informational sessions to raise awareness about health services and promote community health initiatives.
  • Resource Development: Assist in the development and distribution of educational materials, resources, and tools to support community engagement and health promotion activities.

Other Duties as Requested

  • Continued Education: Participate in required and supplemental training regarding the Federally-Facilitated Marketplace to provide accurate and up-to-date information to Navigators, as well as trainings from Community Care required of all staff.
  • Compliance Management: Oversee compliance with the certification process and support individuals to ensure required training is completed successfully.
  • Team Participation: Actively contribute to the Community Care team by developing a broad knowledge of all Community Care activities and collaborating to develop cooperative programs when possible.
  • Grant Compliance: Perform duties as necessary to comply with the Navigator Grant requirements, ensuring adherence to all guidelines and standards.

Qualifications:

  • High School Diploma, GED or associate’s degree in a health care field, communications, social services, adult education, or a related field; bachelor’s degree in similar fields preferred.
  • Previous experience with health insurance and/or marketplace enrollment preferred.
  • Passion and commitment to improving health equity and social justice; experience working in/with a community health center or other non-profit clinic environment preferred.
  • Fluent in Spanish preferred.
  • Experience in community outreach and event planning preferred
  • Ability to travel to and attend functions/activities outside normal business hours.
  • Proficiency with Windows operating systems and Microsoft Office suite; ability to learn additional software applications.
  • Strong interpersonal skills and ability to build relationships with staff, board members, external partners, legislators and state officials, and funders.
  • A forward thinker and innovator who actively seeks opportunities, proposes solutions, and is motivated to continually improve.
  • Excellent communication skills (writing, editing and public speaking) to transfer complex and technical information in a clear and concise manner.
  • Detail oriented, strong work ethic, and ability to simultaneously manage multiple priorities in a dynamic, multi-faceted, fast-paced work environment.
  • Ability to utilize independent judgment and discretion to create, modify, and/or monitor projects to best meet the needs of Community Care and its members, including creation and implementation of work plans, achievement of program goals/objectives/performance measures and production of high-quality deliverables.

Physical Demands:

  • Regularly maintain stationary position with regular need to relocate to attend meetings internally and externally.
  • Ability to read computer screens and operate computer peripherals for an extended period or the ability to discern electronic information through available accommodations.
  • Regularly communicate with staff, members, and stakeholders verbally and in writing through in-person, virtual, or other communication vehicles.
  • In-State travel as required.

Work Environment:

Professional, fast-paced, and deadline-oriented environment in an office setting with regulated temperatures and moderate noise level.
